... The Flash Flood Warning remains in effect until 300 am PST for
northwestern Santa Barbara and southwestern San Luis Obispo
counties...

At 206 am PST, a line of intense showers and thunderstorms
extended from just north of San Luis Obispo to near Vandenberg Air
Force Base. The line was moving east at 15 mph. Rainfall rates have
been as high as 1 inch per hour with this line of showers and
storms. Rain at these rates will likely produce urban flash flooding
in the warning area.

Some locations that will experience flooding include Santa Maria,
San Luis Obispo, Pismo Beach, Nipomo, Guadalupe and Vandenberg Air
Force Base. Major roadways that will be affected include highways
1, 101 and 227.

... The flood advisory remains in effect until 445 am PST for San Luis
Obispo County...

At 212 am PST, Doppler radar and rain gauges continued to indicate
moderate to heavy rainfall which has caused widespread roadway
flooding. Rainfall rates reached over an inch per hour at times for
a few locations. An urban Flash Flood Warning is in effect for those
areas within the County. Otherwise, most areas will continue to
exceed a half of inch per hour. For many areas. There have been
several reports of roadway flooding including in and around Shandon,
Templeton as well as State Route 46 between Atascadero and Harmony.
Moderate to heavy rain will continue over the next few hours.
Rainfall rates of 0.30 to 0.60 inches per hour were common, and are
expected to continue through early this morning.

Isolated thunderstorms are expected as well. Rainfall rates of 0.50
to 0.75 inches are possible near thunderstorms and along and below
south and southwest facing slopes. The rain will cause widespread
ponding of water on area roadways overnight with some flooding of
low lying areas and intersection.Doppler radar indicated heavy rain
due to thunderstorms. This will cause minor flooding in the advisory
area.

Some locations that will experience flooding include...
San Luis Obispo, Paso Robles, Templeton, Morro Bay, Pismo Beach,
Atascadero, Arroyo Grande, Nipomo and Cambria.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

* surf... breaking waves will build to 8 to 12 feet through
Thursday morning. Surf will increase rapidly late Thursday
morning, reaching 20 to 25 feet by Friday. The surf will begin
to subside late Friday but high surf condition may persist into
Saturday morning. The highest surf will be on west and northwest
facing beaches.

* Coastal flooding... high tides of 6 to 6.5 feet at 6 am
Thursday and 6.5 to 7 feet at 7 am Friday will coincide with
the building surf. Minor coastal flooding is possible
Thursday, with moderate coastal flooding and significant beach
erosion likely on Friday. In addition, there is a risk of
breaking waves across the Morro Bay Harbor entrance.

* Impacts... there is an increased risk for ocean drowning. Rip
currents can pull swimmers and surfers out to sea. Large
breaking waves can cause injury... wash people off beaches and
rocks... and capsize small boats near shore. Moderate coastal
flooding is possible over low-lying coastal areas including
beaches, beach parking lots and Harbor walkways, and with
vulnerable coastal roadways during the highest surf and tides.

Precautionary/preparedness actions...

A high surf advisory means that high surf will affect beaches in
the advisory area... producing localized beach erosion and
dangerous swimming conditions. Swim near a lifeguard. If caught
in a rip current, relax and float. Don't swim against the
current. If able, swim in a direction following the shoreline. If
unable to escape, face the shore and call or wave for help.

A high surf warning indicates that dangerous... battering waves
will pound the shoreline. This will result in life-threatening
conditions. Swim near a lifeguard. If caught in a rip current,
relax and float. Don't swim against the current. If able, swim in
a direction following the shoreline. If unable to escape, face
the shore and call or wave for help.

A coastal flood advisory indicates that surf and tides will
combine to generate flooding of low areas along the shore.

... Wind Advisory remains in effect until 9 am PST Thursday...

* winds... south to southeast winds 20 to 30 mph with gusts to 45
mph are expected through mid-morning Thursday.

* Impacts... gusty winds will make driving difficult, especially
for high profile vehicles. This includes highways 1, and 101
and state routes 46, 154, 166, 246.

Precautionary/preparedness actions...

When driving, use extra caution. Be prepared for sudden gusty
cross winds.

At 152 am PST, Doppler radar was tracking a strong band of
thunderstorms across portions of San Luis Obispo and northern Santa
Barbara County. Rainfall rates have exceeded 0.75 inches per hour
with this rain band. This band of thunderstorms will cause brief
torrential rain, cloud to ground lightning, and wind gusts possibly
to 50 mph. Storms were moving east-northeast at 45 mph.

Wind gusts up to 50 mph will be possible with this storm.
