	<description><![CDATA[Updated 11/8/09 @ 1:00 AM ESTAt 11:15 PM EST on 11/7/09 the NHC issued an update stating IDA has regained Hurricane Status in the Northern Caribbean... The 1 AM Update reported IDA with winds of 90 MPH, it is possible we may see a CAT2 storm for a short period of time before weakening begins.
