	<description><![CDATA[The missing spring of 2013 will see the arrival of Summer for some areas during the month of May.<br />April finished with near record cold, on the last day of April there is still a lot of snow still around in many areas. The last week saw a sudden rise into the high teens and low twenties causing overland flooding over much of the region. 	<description><![CDATA[Spring this year seems to be having a hard time getting going, still mountains of snow yet to melt and more snow through April is likely. Flood risk is extreme in some areas as the melt will be slowed until very late and any heavy rains will make it worse.<br /><br />March 2013 finished of 4.1C below normal and with double the normal snowfall.
